I remember I didn't have an air can so I vacummed inside, specifically the dusty fan of my GPU- I remember I put the nozzle into the fan for a bit and it made a noise like the fan was hitting it (obviously the PC was disconnected).

Apparently fan #3 isn't intended to spin between 1-29 percent but to remain at 0 or jump to 30. That is what's causing the clicking on FTW3 cards (at least on my 3070 Ti FTW3).
